The letter saying the state has decided what you owe, with a deadline on it.
Why you care
It is not an opening offer and it is not a bill you can ignore. It has protest deadlines, and missing them converts an arguable number into a final one with a lien behind it.
Worked example
Two years of unremitted 5% county tax on $45,000 a year is about $4,500 plus penalty and interest, and it arrives as one letter.
